These are sleeve anchors,they have a sleeve that expands as you tighten the nut for a secure hold in block and brick. They're often used to mount shelving and anchor bollards and guard rails.
1. Drill
2. Clean the hole
3. Anchor objects aligned holes, insert the anchor bolt
4. Rotating the nut clockwise
5. Do not stop until you cannot tun screw any more
